
The Zamfara State Government has announced a total ban on signing-out carnivals and all related activities across educational institutions in the state, citing concerns over rising cases of misconduct.
The directive is contained in a circular dated April 6, 2026, and signed by the State Commissioner for Education, Science and Technology, Abdulmalik Abubakar Gajam while the circular was also copied to Governor Dauda Lawal, security agencies, school authorities, and other relevant stakeholders.

According to the ministry, signing-out carnivals, often organised by final-year students, have increasingly degenerated into platforms for gross misconduct, indecent behaviour, and other activities that contradict the moral and academic values of the state’s education system.
It says the ministry had also directed all institutions to convene stakeholders’ meetings to ensure effective communication and enforcement of the directive.
While Parents and guardians were advised to caution their children and wards against participating in such activities, stressing that, strict penalties have been introduced for violators, including students, teachers, and other responsible officials.

In a statement issued by the Information and Public Relations Officer of the ministry, Bashir Abashiya, any teacher found aiding or condoning such acts will face disciplinary measures ranging from queries and final written warnings to suspension or demotion.
For students, penalties include the withholding or cancellation of results, as well as the possibility of repeating their final year where necessary.
Security agencies and school security personnel have been directed to ensure strict surveillance and compliance with the directive. Religious and community leaders have also been urged to support the initiative by reinforcing moral values among youths.
