Jigawa State Executive Council has received and endorsed a comprehensive report on the 2025 Citizens Engagement Programme, popularly known as Gwamnati da Jama’a, with recommendations for its institutionalisation across the state.
The State Commissioner for Information, Youths, Sports and Culture, Alhaji Sagir Musa Ahmed, disclosed this while briefing journalists after the State Executive Council meeting chaired by Governor Umar Namadi at the Government House, Dutse.
He said the report was designed to strengthen participatory governance, accountability, transparency and citizen inclusion in government decision-making processes.
According to the commissioner, the programme was implemented over a period of 10 months across the 27 local government areas of the state, providing a platform for direct interaction between government officials and citizens.
Alhaji Sagir Musa explained that the report highlighted the achievements recorded during the statewide engagement exercise, as well as valuable contributions from citizens, traditional institutions, community leaders, women and youth groups, civil society organisations and other stakeholders.
He noted that one of the major outcomes of the initiative was its contribution to the preparation of the 2026 state budget, ensuring that the priorities and aspirations of citizens were reflected in government planning and resource allocation.
The commissioner further stated that the report proposed a Citizens Engagement Participatory Governance Policy and a comprehensive implementation framework aimed at institutionalising the programme at both state and local government levels.
According to him, the framework provides mechanisms for regular dialogue between government and citizens, enhanced transparency in public administration, improved accountability in service delivery and structured feedback systems to sustain citizen participation in governance.
He said the Executive Council commended the committee that implemented the programme and acknowledged the importance of making citizens’ engagement a permanent feature of governance in the state.
Governor Umar Namadi, while appreciating the committee, reaffirmed his administration’s commitment to inclusive and people-centred governance, stressing that sustainable development can only be achieved when government policies and programmes are guided by the needs and aspirations of the people.
The council expressed confidence that the adoption and implementation of the proposed policy would strengthen public trust, promote transparency and accountability, and improve the effectiveness of government interventions across Jigawa State.
