Jigawa State Executive Council has approved the constitution of a committee to facilitate the domestication of the Federal Colleges of Education (FCE) Act 2023 (Dual Mandate), which grants Colleges of Education the autonomy to award degree certificates.

The State Commissioner for Environment and Climate Change, Dr. Nura Ibrahim Kazaure, disclosed this after the Executive Council meeting chaired by Governor Umar Namadi at the Government House, Dutse.

He explained that the move would save the state government more than ₦10 million annually currently paid as affiliation fees to Bayero University and Usmanu Danfodiyo University.

Dr. Kazaure further stated that the committee will be chaired by the Commissioner for Basic Education, while the Commissioners for Power, Higher Education and Finance, the Attorney-General, the Director-General of Due Process, and other relevant officials will serve as members.

The Permanent Secretary of the Ministry of Basic Education will serve as the committee’s secretary.

Last year, President Bola Ahmed Tinubu signed into law the FCE 2023 Act (Dual Mandate) for colleges of education on
awarding degrees and NCE concurrently, and the law took effect since October 2025.

This Act would not only include the
FCE but also the state colleges of education.

The Commissioner said, the council has also approved the Arise Jigawa initiative
in preparation of the UNDP Nigeria Jubilee Fellows Program.

He added that, the NJFP is a national initiative supported by the federal
government and the UNDP to provide young graduates with practical workplace experience, professional exposure, and monthly stipends for a period of twelve months.

Kazaure said, it is a strategic opportunity for youth empowerment and employability in the state.

Radio Nigeria reports that, ARISE Jigawa initiative meaning Accelerating Readiness In Innovation and Skill for Employment is an employability and digital skill intervention to prepare the state youth to participate in the NJFP program and beyond within the ecosystem.
