The Jigawa State Public Complaints and Anti-Corruption Commission (JPCACC) and the National Institute for Legislative and Democratic Studies (NILDS) have signed a Memorandum of Understanding (MoU) to strengthen institutional capacity, promote accountability and enhance democratic governance in Nigeria.
Speaking at the signing ceremony in Abuja, the Executive Chairman of JPCACC, Barrister Salisu Abdu, said the agreement culminated months of discussions that began during a courtesy visit to NILDS in April 2026.
He explained that the partnership provides a framework for collaboration in capacity building, executive education, specialised training, research, policy development, technical assistance and knowledge exchange to improve governance and anti-corruption efforts.
Barrister Abdu said the collaboration would expose officers of the commission to global best practices in public administration, legislative governance, ethics, integrity management, investigative techniques and alternative dispute resolution, thereby improving service delivery in Jigawa State.
He described the MoU as a strategic instrument for sustained institutional development and reaffirmed JPCACC’s commitment to implementing its provisions to achieve measurable results and strengthen institutional performance.
The JPCACC chairman commended Governor Umar Namadi for supporting institutional reforms, transparency, accountability and human capital development, noting that the commission’s establishment and growth reflect the administration’s commitment to good governance.
Barrister Salisu Abdu, in a statement issued by the Director of Education and Public Relations, JPCACC, Mallam Yusuf Suleiman, also praised the management and technical teams of both organisations for their professionalism in developing the agreement, describing their efforts as instrumental to the successful partnership.
In his remarks, the Director-General of NILDS, Professor Abubakar O. Sulaiman, commended the Jigawa State Government for establishing JPCACC to promote transparency, accountability and democratic governance.
Professor Sulaiman said the commission reflects Governor Umar Namadi’s commitment to institutional reforms and responsible governance, stressing that effective implementation of existing laws remains critical to strengthening public institutions.
He expressed confidence that the partnership would enhance institutional capacity through specialised training, knowledge exchange and exposure to global best practices in governance, legislative studies and public administration.
The NILDS Director-General urged public sector professionals to embrace continuous learning and innovation, noting that education remains essential to improving institutional effectiveness, service delivery and sustainable democratic governance.
The event wrapped up with the formal signing of the Memorandum of Understanding between JPCACC and NILDS, marking the beginning of a strategic partnership to strengthen accountability and democratic governance in Nigeria.
