Kano State Contributory Healthcare Management Agency (KSCHMA) has inaugurated an inter-departmental committee on capitation utilisation and retirement as part of efforts to enhance transparency, accountability, and service delivery across public secondary healthcare facilities in Kano State.

The initiative follows concerns over gaps in compliance with established capitation guidelines.

Under the agency’s framework, 70 percent of capitation funds is allocated to essential drugs and medical consumables, while the remaining 30 percent is designated for operational expenses at the facility level.

To ensure strict oversight and boost public confidence, the committee includes a representative from the Kano State Public Complaints and Anti-Corruption Commission, reinforcing adherence to financial regulations.

The committee is tasked with reviewing financial and technical retirement submissions, verifying the engraving and branding of procured equipment to prevent diversion, assessing the relationship between fund utilization and quality of care, and identifying gaps with actionable recommendations.

Membership of the committee is drawn from key departments within KSCHMA, creating a multidisciplinary approach to oversight and accountability.

At the inauguration ceremony, Director of Administration and General Services, Amina Usman, presented letters of appointment on behalf of the Executive Secretary, Dr. Rahila Muktar.

Speaking on behalf of the Executive Secretary, Amina Sani Usman emphasized that the committee’s mandate is critical to ensuring prudent resource management and improved healthcare delivery. She urged members to carry out their responsibilities with integrity, diligence, and professionalism.

As part of the implementation framework, healthcare facilities are required to submit monthly retirement reports between the 1st and 15th of each month.

Reviews will be conducted from the 16th to 20th, with reports presented by the 25th, followed by feedback to the respective facilities.
