The Kaduna State House of Assembly has passed into law the Kaduna State Tertiary Institutions Regulatory Agency Bill 2025.
Speaker of the House, Yusuf Dahiru Liman, announced the passage of the bill during today’s plenary in Kaduna.
Presenting the report, Chairman of the Joint Committee on Education and Judiciary, Barr. Mahmud Lawal Sama’ila, who represents Zaria City Constituency, explained that the agency will regulate the operations of all tertiary institutions in the state, both public and private.
He noted that it is the first initiative of its kind in Nigeria.
According to Sama’ila, the agency is designed to address gaps in the management and oversight of tertiary education in Kaduna State.
He said its responsibilities will include monitoring institutional operations, keeping records, ensuring compliance with state regulations, and creating a comprehensive database of institutions, staff, and students.
The lawmaker highlighted challenges faced by students and staff due to the absence of a regulatory body, citing the case of 13 students dismissed from Nuhu Bamalli Polytechnic without due process.
He stressed that the new agency will serve as a platform where grievances can be addressed and resolved.
He further explained that while the National Universities Commission (NUC) oversees academic standards and compliance at the federal level, the Kaduna State agency will focus on enforcing state-specific regulations governing tertiary institutions.
“The agency will ensure proper documentation of the number of institutions, their specializations, students enrolled in various courses, and staff strength,” Sama’ila added. “This data bank will help the state track its educational development more effectively.”
With the passage of the bill, Kaduna State is set to pioneer a comprehensive framework for regulating and monitoring tertiary institutions, aimed at strengthening accountability and improving educational standards across the state.
