The Senate has approved three key amendments to the bill seeking to update the Nigerian Army University Biu Establishment Act.
The sponsor of the bill, Senator Muhammad Ali Ndume, explained that the proposed amendments include provisions for the appointment of the Chancellor and Pro-Chancellor.
He noted that the current law does not clearly align the appointment process for these key leadership positions with the standard practices used in other federal universities.
Senator Ndume further stated that President Bola Ahmed Tinubu has already approved the appointment of the Chancellor and Pro-Chancellor based on the recommendation of the Minister of Education.
He added that the amendment expands and refines the composition of the Governing Council to include representatives of the Chief of Army Staff, reflecting the military’s strategic interest in the university.
The amendments also ensure representation of key academic bodies, protect stakeholder interests, and guarantee participation of the host community.
This structure ensures that the council benefits from diverse perspectives while safeguarding a unique mission of the institution, Improving Accountability and Governance.
He added that this amendment enhances accountability, transparency, military-civil, civilian collaboration, and smooth operation of the institution.
These amendments are modest, straightforward, and essential.
They do not alter the character of the university but simply strengthen its foundation, clarify its governance process, and ensure that it continues to serve both Nigerian Army and the nation effectively.
