Kaduna State House of Assembly KSHA has passed into law a bill establishing the Kaduna State Water User Association and Other Related Matters, 2025.
The legislation, aimed at enhancing sustainable water supply across the state, received accelerated passage due to its strategic importance.
The Speaker of the House, Yusuf Dahiru Liman, announced the passage of the bill while presiding over a plenary session in Kaduna.
The executive bill, initially submitted by the state government, was referred to the Committee on Public Works and Infrastructure for review.
Following consultations with key stakeholders, the Committee presented its findings and recommendations at the plenary.
Chairman of the House Committee on Public Works and Infrastructure, Alhaji Nasir Idris, underscored the bill’s role in promoting efficient water resource management in the state.
Alh. Idris noted that the accelerated passage was a result of the critical need to improve access to water, which remains a fundamental requirement for enhancing public health and livelihoods in Kaduna and beyond.
In a another development, the House received and adopted a report concerning a petition against Bebeji Integrated Services over the non-completion of the Tudun Saibu Modern Market project in Soba Local Government Area.
Presenting the report, Chairman of the Committee on Market Development and member representing Jama’a Constituency, Mr. Ali Kalat, disclosed that the project—initiated as a Public-Private Partnership between Soba Local Government Council and Bebeji Integrated Services—had failed to meet its contractual obligations.
According to the report, the contract, signed in April 2021, was expected to be completed within 90 days.
However, the contractor only carried out demolition of the existing market structure and failed to commence substantive construction work, despite claims of mobilizing 30,000 blocks and a half-trailer load of cement to the site.
The committee found the contractor in breach of the agreement and recommended immediate termination of the contract.
It also advised Soba Local Government to re-award the project to a more competent developer.
The House unanimously adopted the committee’s recommendations.
