A bill seeking for the establishment of  College of Post-Basic Sciences, Rigasa, has passed second reading at the Kaduna State House of Assembly.

The session was presided over by the Deputy Speaker Henry Magaji Danjuma at the Old Chamber of Assembly Complex in Kaduna.

According to him, the proposed legislation, titled “A Bill for a Law to Establish the College of Post-Basic Sciences, Rigasa, and for Matters Connected Therewith, 2026,” is aimed at providing a legal framework for the establishment of the institution to strengthen healthcare training and contribute to improved health service delivery in the state.

Contributing to the debate, the member representing Jema’a Constituency, Ali Kalat, described the bill as timely, stressing the need for its speedy consideration to facilitate the development of specialised healthcare training in Kaduna State.

Similarly, Mahmud Lawal Samaila expressed support for the proposed institution, noting that it could contribute to improving the health status of residents in the area and enhance access to quality healthcare services.

The establishment of the college is expected to create opportunities for advanced professional training in the health sector and help strengthen the capacity of healthcare personnel, subject to the provisions of the proposed law and its eventual implementation.

Following deliberations, the House referred the bill to the Committees on Health and Judiciary for detailed scrutiny and a report back to the House for further legislative consideration.

The committee review is expected to examine the provisions of the bill and other relevant issues necessary to ensure an effective legal and operational framework for the proposed institution.
